Interesting idea – but there are some capabilities and services that are very challenging to provide at a “county” level. Things like defence, trade agreements and diplomacy.

A more direct way to improve governance in Britain might involve the introduction of preferential voting, making it mandatory, and creating “states” within the UK with their own defined powers.

This would enable government to be more representative of the people’s wishes, whilst also providing a level of local autonomy – without having to reinvent the entire country itself.
