Love the idea Dave!

I agree with most of the limitations too.

Some thoughts:

- Campaigns should be involved IMO. Else - blindly nominating someone might result in someone who doesn't want the job winning!

- If district reps are selected from the neighbourhood reps (whoa re elected annually); and the district reps are then elected in the back six months of their 1 year term; who acts as a representitive for the first six months?

- How does the highest tier work? If there are annual elections - what if you lose your seat six months into your term as a high tier rep?

Have you looked at citizen assemblies at all? It might tie in nicely with the TDG!
