One angle the global south could use to progress is the issue is that it contains more people, who consume more resources in aggregate (but not per capita).

If countries across the sub-continent, south-east Asia and west Africa looked at ways reduce hydrofluorocarbon leaks through better airconditioners and refridgerators, as well transitioned to consuming lab grown meat — both two huge causes of the greenhouse effect — then perhaps their fate won’t be tied so heavily to weather or not “The West” takes sufficient action.
