There are definitely underlying rules that govern how brain structures work – but that is irrelevant to consciousness, which only requires that they do work (not how they work).

Another example is gas molecules in a car engine system. It does not matter what order the molecules of gas inside the cylinder move around or combust – it only matters that the explosion occurs which in turn causes the piston to move in a downward power stroke.
